Trump's Woke Alarm Overlooks The Continent's True Danger: Economic Decline.

Donald Trump's security policy document presents a misguided view of Europe. The document asserts that unrestrained immigration and so-called "woke" policies pose an existential risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the reality. The true danger confronting the EU is not societal but economic and technological backwardness.

A Glaring Economic Gap Separating Europe and the US

Statistics paint a sobering picture. Between 2008 and 2023, US GDP surged by eighty-seven percent, while a mere thirteen and a half percent increase for the EU. Over this time, European income per person fell from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like France and Italy.

Currently, roughly 50% of the global 50 largest tech companies are US-based, while only four are from Europe.

The Technological Deficit: A Critical Question

This widening economic gap stems from stronger efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is decidedly American. Over the past five decades, hundreds of American startups have grown into enterprises valued at over $10bn, versus just 14 in Europe.

This gap prompts a pressing question: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely agree it is largely a contest between two involving the United States and China, with Europe entering at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

Several key reasons explain this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic network for financing new ventures. Europe still lacks a true capital markets union, which caps the scale of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A US startup can introduce a service under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population size, is split among 27 different national systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was once met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, there are reasons for optimism. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Notable analyses on European competitiveness and the single market point to the necessity of major changes.

With the right incentives and regulatory reforms, Europe's strengths might enable far greater levels of commercial innovation.

Europe retains considerable strengths: high-quality human capital, top-tier education systems, and world-class labs. Coupled with a vast domestic consumer base and high savings rates, these elements could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by adopting and adapting innovations from other regions.

An Inflection Point

The European Union now faces a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. But, without decisive action to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
